SayV43, new CLI say command, options for set-accent and reload-accent added

DESCRIPTION

This is a little replacement for the original say 37.4 (15.04.91)  command.
Its  main  advantage  is,  that now German-Umlauts (äöüß) and other special
extended characters are beeing read, too. That  was  the  main  reason  for
writing it.
