Gives you information about the Experimental InterNet Relay Chat Protocal, IRC.

This is the standard that all IRC clients and Servers must follow.

Usefull for developers of IRC clients and for people interested in the inner 
workings of the IRC.

This is the second version.  I've improved the layout and fixed a few bugs.
